HTML Tags when importing test steps from Excel

ZEPHYR-29070

Due to fixing issue that allows including HTML tags when importing test steps via Excel (ZEPHYR-28358), a new issue was raised in which the HTML tags that were imported were displayed as text in the rich text mode within test steps.

When rich text mode is enabled, Zephyr will check for valid HTML tags and properly treat and display the HTML tags within test steps.
